Attestation Process : Certificate Attestation and Legalization process depends on the certificate to be attested, country and issued authority/state. Some certificates has to be verified by the respective university/Institute/Department/ Board/Council before going for HRD Attestation. Now HRD attestation is done at state level and state Home Ministry. Previously it was possible only at Human Resource Development Department (HRD), New Delhi. HRD Attested Certificates need Ministry of External Affairs (MEA) Attestation before going to final Embassy/Consulate Attestation. So the exact procedure depends on the document, country and requirement of the employer.

What is Certificate Attestation ?
When a person from India go abroad for job his certificates has to be authenticated by that country's embassy or consulate in India. Since there are many Indians working in GCC countries - Bahrain, Kuwait, Oman, Qatar, Kingdom Saudi Arabia (KSA), and United Arab Emirates (UAE) it is necessary for them to attest their documents in corresponding foreign embassy or consulate in Delhi or Mumbai. Same procedure is applicable for other countries in Europe, Africa, Australia and American continents.
Attestation Procedure
Exact attestation procedure depends on the type of the certificate and destination country. To get embassy or consulate attestation the document has to be attested by Govt. of India. It has two separate department to take care of certificate attestation procedures, Human Resource Development Department (HRD) and Ministry of External Affairs (MEA).
Documents can be divided into three categories.
1. Educational Certificates
These are the certificates obtained from school and college like SSLC/10th/CBSE, PDC/+2/HSC, Degree certificates like BA, Bsc, Bcom, BTech, BE, BBA, CA, MBBS, Post graduate certificates like MA, Msc, Mcom, MBA, MCA and other Diploma, Nursing and ITI certificates.
2. Non-Educational Certificates
This includes marriage and birth certificates, affidavit, transfer and leaving certificates, medical, death, divorce, experience and provisional certificates.
3. Supporting Documents
These documents has to be submitted along with the above mentioned documents for attestation. Exact number and type of supporting documents may vary from country to country. Some of the supporting documents are mark lists, transcripts, registration, selection letter, passport copy, photo etc.
Human Resource Development Department(HRD) and Ministry of External Affairs(MEA)
Attestation procedure also different for education and non-educational certificates and again it depends on the destination country of the applicant. Normally to attest an educational document from the embassy it has to be authenticated by MEA. To get an MEA authentication it has to be authenticated by HRD.
Home Ministry, SDM and GAD
For a non education certificate, prior to MEA and Embassy authentication, it has to be authenticated by the respective state home ministry or Sub-divisional Magistrate (SDM). If the certificate is from Andhra Pradesh then it has to be authenticated by General Administration Department (GAD) prior to MEA/Embassy Attestation.
University Verification, Translation and Notary Attestation
For some embassies it has to be authenticate by a Notary before submitting to the home ministry. University verification and translation also required by some embassies. For UAE attestation and Kuwait attestation education certificate procedures are same but non-educational certificates are dealt in different way. So you have to enquire with the corresponding embassy or consulate for exact procedure of attestation.
Delhi, Mumbai and State level Attestation
At present most of the HRD and MEA authentications are done in Delhi. But state level HRD authentication also happening in some state home ministry departments. If attestation is done in Mumbai consulate then certificates has to be authenticated by Mumbai notary, home ministry, mantralaya prior to the consulate submission.
Getting Help
Govt. of India and respective embassies change their rules quite often. So visit their sites or consult with respective offices before going for a certificate attestation. Now for HRD authentication it is necessary to submit the document in person or by a blood relative otherwise it will not be accepted. Latest information can be obtained from Govt. of India departments and their web sites, NORKA (Non Resident Keralites Affairs Department by Govt of Kerala), NRI based sites, Gulf News and Media etc

HRD Attestation can be done from Delhi only.

REQUIREMENTS
1 . Application form =1 no. (This is to be filled in CAPITAL letters only)
2. Passport size Photograph = 1 no.
3. Original certificates + One Photo copy of each
4. Original mark sheets + One Photo copy of each
5. Original Registration certificates + One Photocopy of each.
(For Doctors, Nurses and Pharmacists only)
6. Indian postal Order worth IRs: 50/- for each certificate; it should be Addressed to:- "the secretary, Department of secondary and higher education, New Delhi"
7. Original Passport or Electoral card or Ration card + One copy of each (first page +parent's name page + address page + validity date mentioned page)
8. If Ration card is in a regional (State's) language, it should be translated to English and Attested by the notary public or gazetted officer, who knows the language.
9. Passport and registrations must be valid and the name, address, parents name, Date of birth etc., should match with the original certificates.
NOTE: Only Certificate holder, their blood relatives, husband or wife and Authorized Agents can submit the documents in HRD / MEA / Embassy for Attestation / Authentication.
IMPORTANT INFORMATION
a. The candidate who coming personally to do their documents Attestation / authentication from Delhi, must bring their own original 'ID' proof.
b. If the blood relatives are coming, they have to bring their own original 'ID' proof and the Photocopy of certificate holder's 'ID' proof (passport).
c. Husband / wife also can submit this for Attestation /Authentication but they should produce the marriage certificate /spouses name in the passport in original with a photocopy of it.
d. For all over India, HRD and MEA authentication has to be done from Delhi only. Some of the states are planning to do the same.
e. Only Govt. Recognized Educational Certificates can be attested /Authenticated from HRD.
f. There are separate counters for Graduates, Under Graduates and Ladies
g. In case of laminated Certificates, backside Lamination has to be removed before submission to HRD.
h. The Registrar of the same University must attest the certificates issued from Dharwad University Karnataka before HRD submission.
i. GAD/State Home Ministry Attestation required for educational Certificates issued from Andhra Pradesh prior to submission for HRD Attestation Consular attestation from Mumbai.
j. Some of the Non-educational and Private Diplomas (all State's) also to be attested by GAD / Home Ministry for MEA and Embassy Attestation.
k. Sub-divisional Magistrate attestation (SDM) also valid for some of the attestation formalities.
l. State Notary & GAD Attestation required before consulate attestation from Mumbai.
HRD - ATTESTING CERTIFICATES
The certificates of the institutions coming under HRD's List (board, university, council) only can be attested/authenticated from HRD. Such as SSC/SSLC/ METRIC, HSC/ PDC / PUC/ INTER, CBSE, VHSE, ITI / NTC, DIPLOMA, BA, B.COM, B.SC, MA, M.COM, M.SC, B.TECH, BE, MTECH. MBBS, MS, MD, CA, LLB, MBA, MCA, Etc…
HRD - NOT ATTESTING CERTIFICATES

23. Provisional certificates more than two years old. But it can be done if produce a letter from the department mentioning that the original certifica;te is not issued.
24. Mark lists / transcripts. But, in case of students going abroad for higher studies, this will be authenticated by HRD, for this, candidates have to produce the original call / selection/invitation letter from abroad.
25. Degree certificates in English unaccompanied by Hindi/vernacular version or vice- versa where certificates are issued in more than one language.
